What sort of "vote" resulted in Leslie Devaney being chosen as President of City Attorneys Association?

How does a person get unanimously elected to any position? It's pretty hard to do. I'm going to go out on a limb and guess that there was no secret ballot involved in the election of Leslie Devaney as President of City Attorneys Association of San Diego County. Human beings tend not to be unanimous in their opinions. Here's another tip-off that this election was not fully democratic: the election was held at a retreat. Why didn't they send secret ballots to all the members of the organization? Perhaps there would have been a different outcome to the election.

At the March 2010 yearly retreat of the City Attorneys Association of San Diego County, Leslie E. Devaney of Stutz Artiano Shinoff & Holtz was unanimously elected as President of the Association (CAASD).

The City Attorneys Association is made up of the City Attorneys and Assistant/Deputy City Attorneys of the cities within San Diego and Imperial Counties, the County Counsel and Assistant/Deputy County Counsel of the County of San Diego, General Counsel and Assistant/Deputy General Counsel of the San Diego Association of Governments (SANDAG), the San Diego Unified Port District, and the San Diego County Water Authority.

Stutz, Artiano, Shinoff & Holtz will be a co-sponsor of the “Friends of City Attorneys” reception event to be held on May 6th, during the 2010 City Attorney’s Spring Conference in Santa Barbara. The conference is organized by the League of California Cities, established in 1898, as a nonprofit statewide association that advocates for cities with the state and federal governments and provides education and training services to elected and appointed city officials. The Spring Conference will be held May 5th through May 7th at Fess Parker’s Doubletree. Stutz Attorneys Leslie Devaney and Prescilla Dugard will be attending.
